The City of Delaware operates under a council-manager form of government. Council, as the legislative body, represents the entire community and is empowered by the City Charter to formulate policy. City Council is comprised of seven members; three elected at-large by all city residents, and four representing the four city wards and elected only by those ward residents. All council members serve four-year terms. The mayor and vice mayor are selected by Council from among the at-large members and serve two-year terms. Council members are part-time civil servants who do not maintain offices at City Hall but, rather, serve their constituency through personal contact. City Council meets the second and fourth Monday of the month at 7 pm at City Hall.

Carolyn Kay Riggle has represented the residents of Delaware since November 2003 and has served as Mayor since November 2013. Prior to being elected as Mayor, she served as Vice Mayor from 2005-2009. She serves on the Sister City Advisory Board, Community Promotions Committee, Finance Committee, Civil Service Commission, Tax Incentive Review Council, Mid-Ohio Regional Planning Commission, the Delaware Public Health District Board and on the Delaware County Community Improvement Board. She also is the Council Liaison for the Delaware Municipal Court. Her term ends November 2029.
