Multi-Phase Point Improvement Project Enters Final Year

The Point Improvement Project, a long-term investment to improve safety, traffic flow, and infrastructure at one of the community’s most critical gateways, has entered its final year, with several major milestones anticipated in the coming months ahead of its August 2026 completion.

Central Avenue Closure

A 45-day full closure of Central Avenue is expected to begin in mid-to-late March. This closure will allow crews to complete necessary road surface upgrades on Central Avenue west of The Point. More information on this closure will be finalized and announced in March.

Water Main Improvements

Remaining water line work along Central Avenue is scheduled to begin in early March, ahead of the roadway closure. Completing this utility work in advance will help prevent future disruptions once paving is complete.

36/37 & Ohio 521 Intersection

Dual eastbound left-turn lanes on 36/37 are open for traffic turning north onto Ohio 521. Dual northbound left turn lanes on Mill Run Crossing are open for traffic turning west onto 36/37.

Railroad Bridge

In coordination with the Ohio Department of Transportation and the project contractor, Norfolk Southern is expected to shift rail traffic to the permanent railroad bridge in April. Between now and then, bridge crews will continue work on the bridge superstructure. After this, the temporary railroad bridge will be removed, and remaining road widening work will be completed under the railroad.

Project Funding and Schedule

Prior to bidding the project, the City pursued and successfully secured grant funding to reduce the amount of direct City funding required. The final project cost is $44,360,000, with $5,610,000 (12.6 percent) funded by the City of Delaware.
