Progress continues on the U.S. 36/Ohio 37 and Ohio 21 improvement project. Crews are entering the next phase of work that will bring visible changes over the coming weeks, including paving, bridge construction, and traffic signal installation. While traffic impacts will be minimized, motorists should anticipate some short-term delays as this major infrastructure upgrade moves closer to completion.

• State Route 521 (Kilbourne Rd.)
  • Paving for the widened area along the east side of the road will take place this weekend, Saturday, Oct. 25, and Sunday, Oct. 26, 2025. Traffic will be maintained throughout the work, with flaggers on site as needed.
  • After paving, the sidewalk and other roadside improvements along the east half of the road will continue and be completed by Thanksgiving.
  • By Thanksgiving, the intersection of 36/37 and 521/Mill Run Crossing will be in its final configuration including all turn lanes and the new traffic signal.
• Permanent Railroad Bridge
  • Steel girders for the new bridge will be installed overnight Monday, Oct. 27, through Thursday, Oct. 30
  • Two-way traffic will be maintained in shifted and narrowed lanes; however, short traffic stops - lasting about 15 minutes - will occur as each girder is set. These temporary stoppages will take place between 9 p.m. and 5 a.m.
• Remainder of Project
  • Following SR 521 paving and signal installation this fall, no additional work or major traffic disruptions are expected on the 36/37 four-lane section east of Bowtown Road until final surface paving near the project’s end.
  • Once the permanent rail bridge girders are in place, bridge construction will continue. After the railroad is switched to the new bridge, the temporary bridge will be removed, and road work within the railroad right-of-way will be completed.
  • A second full closure of Central Avenue is planned for next year, with a 45-day duration. The specific date will be announced once confirmed.
  • The final surface asphalt will be placed on the entire project area near the end of the project.
  • Final project completion date is summer 2026.
