S. Franklin St. Water Main Project to Begin September 2

The City of Delaware will begin a water main replacement project on S. Franklin Street, from Bernard Avenue to London Road, on September 2, 2025. Work, managed by the City’s Public Utilities Department, is expected to continue through October 17, weather permitting. The project is funded through the City’s Water Capital Improvement Fund.

The project will replace aging water infrastructure to help protect the City’s water supply, improve service reliability, and enhance fire flow in the area. Crews will connect the new main to existing lines on Bernard Avenue, W. Harrison Street, and London Road. These connections will require temporary water service shutoffs. Impacted residents will receive at least 24 hours’ advance notice prior to any scheduled shutoff. Once the new main is operational, crews will restore pavement and affected yard areas.

During construction, residents may experience road closures, traffic delays, restricted parking, and increased noise during regular business hours. Proper signage and traffic control will be in place to maintain safety. While the City will make every effort to provide 24 hours’ notice for any non-emergency water shutoffs, brief unplanned service interruptions may still occur.
