East Central Avenue
East Central Avenue is the highest priority street maintenance issue we currently face as a community. The good news is that ODOT plans to replace the top wearing surface from the Point to Troy Road in 2020.
The city’s ongoing pavement patching work on East Central Avenue has been described as a “Band-Aid” approach. Unfortunately this is our only course of action until additional state and federal funds are available to reconstruct the entire roadway. Leaving the dips and holes in the pavement is not a responsible approach. The pavement base has deteriorated to the point that patching the many dips and holes yields at best temporary results. Central also lacks proper sub-surface drainage necessary to maintain the base in good condition. Rebuilding a roadway like Central Avenue (Ohio 37) through the heart of our City is a significant task to plan, fund and execute.
As stated above, ODOT plans to replace the top wearing course in 2020. In addition, we are searching for and, where applicable, applying for grant funding for the total rebuild. Grants will require a local matching financial contribution. Our contribution alone may well exceed $1 million. Though no funding – local or grant – is yet identified, the project must proceed through preliminary steps in preparation for eventual design and construction. This process can take two or three years to navigate successfully before the project can actually be bid and constructed. Nevertheless, the City is committed to keep this project a top priority.
