The City of Delaware operates under a council-manager form of government. Council, as the legislative body, represents the entire community and is empowered by the City Charter to formulate policy. City Council is comprised of seven members; three elected at-large by all city residents, and four representing the four city wards and elected only by those ward residents. All council members serve four-year terms. The mayor and vice mayor are selected by Council from among the at-large members and serve two-year terms. Council members are part-time civil servants who do not maintain offices at City Hall but, rather, serve their constituency through personal contact.

Mayor Carolyn Kay Riggle, At-Large
Carolyn Kay Riggle has represented the residents of Delaware since November 2003 and has served as Mayor since November 2013. Prior to being elected as Mayor, Council member Riggle served as Vice Mayor from 2005-2009. Council member Riggle serves on the Planning Commission, Sister City Advisory Board, Community Promotions Committee, Intergovernmental Committee, Mid-Ohio Regional Planning Commission – Alternate, and on the Delaware Knox Marion and Morrow Solid Waste District Board. Her term ends November 2021.
Vice Mayor Kent Shafer, At-Large
Kent Shafer has represented the residents of Delaware since November 2013 and as served as Vice Mayor since 2015. Council member Shafer serves on the Finance Committee, Parking and Safety Committee, and the Mid-Ohio Regional Planning Commission. His term ends November 2021.
George Hellinger, At-Large
George Hellinger has represented the residents of Delaware since November 2013. Council member Hellinger serves on the Board of Zoning Appeals, Public Works/Public Utilities Committee, Finance Committee and YMCA Advisory Board. He served as Vice Mayor from 2013-2015. His term ends November 2021.
Chris Jones has represented the residents of Delaware’s 1st Ward since September 2010. Council member Jones serves on the Parking and Safety Committee, Public Works/Public Utilities Committee, Finance Committee and the Community Promotions Committee. His term ends November 2019.
Lisa Keller has represented the residents of Delaware’s 2nd Ward since July 2008. Council member Keller serves on the Parking and Safety Committee, City School Board Liaison, Community Promotions Committee, Youth in Government Committee and the YMCA Advisory Board. Her term ends November 2019.
Jim Browning represents residents of Delaware’s 3rd Ward. Council member Browning serves on the Parks & Recreation Advisory Board, Civil Service Commission, Public Works/Public Utilities Committee and the Revolving Loan Committee Liaison. His term ends November 2019.
Kyle Rohrer has represented residents of Delaware’s 4th Ward since November 2015. Council member Rohrer serves on the Airport Commission, Historic Preservation Commission and the Municipal Court Liaison. His term ends November 2019.
