The City of Delaware operates under a council-manager form of government. Council, as the legislative body, represents the entire community and is empowered by the City Charter to formulate policy. City Council is comprised of seven members; three elected at-large by all city residents, and four representing the four city wards and elected only by those ward residents. All council members serve four-year terms. The mayor and vice mayor are selected by Council from among the at-large members and serve two-year terms. Council members are part-time civil servants who do not maintain offices at City Hall but, rather, serve their constituency through personal contact.

Mayor Carolyn Kay Riggle, At-Large
Carolyn Kay Riggle has served on Delaware City Council since November 2003 and has served as Mayor since November 2013. Prior to being elected as Mayor, Councilwoman Riggle served as Vice Mayor from 2005-2009. She serves on the Intergovernmental Committee, the Public Works Committee, the Sister City Advisory Board, the Community Promotions Panel, the Delaware Knox Marion and Morrow Solid Waste District Board and as a Mid-Ohio Regional Planning Commission Alternate. Her term ends November 2017.
Vice Mayor Kent Shafer, At-Large
Councilman Kent Shafer has been serving the residents of Delaware since November 2013. Kent serves on the Parking and Safety Committee, the Public Works Committee, the Mid-Ohio Regional Planning Commission, and the Finance Committee. His term ends November 2017.
George Hellinger, At-Large
Councilman George Hellinger has been serving the residents of Delaware since November 2013. Councilman Hellinger serves on the Parking and Safety Committee, Board of Zoning Appeals and the Shade Tree Commission. He served as Vice Mayor from 2013-2015. His term ends November 2017.
Chris Jones has represented the residents of Delaware’s 1st Ward since September 2010. Councilman Jones serves on the Parking and Safety Committee, Main Street, Finance Committee, Community Promotions Panel and Sister City Advisory Board. His term ends November 2019.
Lisa Keller has represented the residents of Delaware’s 2nd Ward since July 2008. Councilwoman Keller serves on the Youth in Government Committee, Public Works Committee, Community Promotions Panel and the Planning Commission. Her term ends November 2019.
Councilman Joe DiGenova has been serving the residents of Delaware’s 3rd Ward since September 2006. Councilman DiGenova serves on the Finance Committee, Civil Service Commission, Revolving Loan Fund Committee liaison, City School Board liaison and Municipal Court liaison for Council. His term ends November 2019.
Kyle Rohrer serves as Councilman for Delaware’s 4th Ward. He was elected in November 2015. Councilman Rohrer serves on the Airport Commission, Parks and Recreation Advisory Board and the Historic Preservation Commission. His term ends November 2019.
