The Planning & Community Development department administers a number of Community Development Programs made possible through Federal grants. Generally, these grants are offered to support the creation and retention of jobs, the development and rehabilitation of affordable housing including emergency home repairs, the improvement & enhancement of infrastructure, and to meet unmet needs for low to moderate income persons. The amount of funding as well as the types of projects that can be funded vary from year to year.
NEIGHBORHOOD STABILIZATION GRANT (NSP)
The City of Delaware and Delaware County filed a joint Ohio Neighborhood Stabilization Program (ONSP) application for about $1 million of project costs to be used for a variety of stabilization activities, which includes acquisition, demolition, and rehabilitation with housing opportunities being the primary outcome of activities.
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FORMULA ALLOCATION
The City of Delaware received funding under the CDBG Formula Allocation Program in the amount of $91,000. This funding has been allocated to making improvements along Harrison Street between Henry and Sandusky Streets. These improvements include installing curb and storm water management improvements on both sides of the street and a sidewalk along the north side connecting the Henry Street multi-use path and the Ohio Wesleyan University athletic campus to the Sandusky Street corridor.
COMMUNITY HOUSING IMPACT AND PRESERVATION (CHIP) PROGRAM
The program is funded by U.S. Department of Housing & Urban Development Community Development Block Grant funds through the State of Ohio Development Services Agency. The City of Delaware and Delaware County offer eligible homeowners outright grants for home repair assistance. Program Information
DOWNTOWN FACADE GRANT IMPROVEMENT PROGRAM
The goal of the Downtown Facade Program is to help business owners invest in their properties, while improving the appearance and historic character of Downtown Delaware. Up to a 50-percent matching grant is available to Target Area business or building owners who construct eligible improvements to the facades of their buildings. The City will match dollar-for-dollar an owner’s investment in the appearance of their building’s storefront facade up to a maximum amount of $20,000.
WHAT PROPERTIES ARE ELIGIBLE?
All commercially operated buildings within the designated downtown Target Area are eligible to apply to the Facade Improvement Program – including mixed use commercial and residential structures.
WHAT IMPROVEMENTS ARE ELIGIBLE?
Facade improvements, lighting, siding, painting, fascia, awnings, windows, fire escapes, brick replacement/tuck pointing/stucco and masonry work, parapets and roofing, doors, other visible exterior building components.
WHAT IMPROVEMENTS ARE INELIGIBLE?
The Facade Improvement Program will not provide funds for interior improvements, operating funds, salaries, activities related to specific downtown promotional events, architectural design assistance, refinancing of existing debt, inventory costs, permit fees, legal fees, plumbing repair or improvements, HVAC repair or improvements, parking lot resurfacing, or sidewalk improvements.

Only completed applications which include all required submittal documents and information will be accepted by the City of Delaware Planning and Community Development Department, City Hall, 1 South Sandusky Street, Delaware 43015.
TIMELINE FOR APPROVAL
Most improvement applications can be processed within a month to allow construction to start quickly.
