The Planning & Community Development department administers a number of Community Development Programs made possible through Federal grants.  The amount of funding as well as the types of projects that can be funded vary from year to year.

COMMUNITY DEVELOPMENT BLOCK GRANT
PY2020 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) COMMUNITY DEVELOPMENT ALLOCATION PROGRAM.  Notice of Public Meeting:  The City of Delaware is eligible to utilize $166,000 of PY2020 CDBG Allocation Program funds awarded by the Ohio Development Services Agency (ODSA) and up to $30,000 of its local CDBG Economic Development Revolving Loan Funds as follows:

1) Street Improvements in LMI Neighborhoods, Including Wade Street, Rheem Street, and Flax Street  $140,000
2) General Administration/Standard Fair Housing Program $26,000
Total $166,000

Citizens are invited to view a virtual public meeting on Monday, May 11, 2020 at 3:00 p.m. on the City of Delaware Facebook page to comment on the proposed project prior to a grant application submittal to ODSA by June 17, 2020. Written comments regarding this project will be accepted prior to or during the virtual meeting until 3:30 p.m. via email to David M. Efland, AICP, Director of Planning & Community Development, at defland@delawareohio.net

To comply with the CDC recommendation prohibiting group meetings, no in-person attendance by City Staff or the public will be available. Should auxiliary aids due to disability or non-English languages be needed, please contact this office prior to the meeting date so needs can be reasonably accommodated.

DOWNTOWN FACADE GRANT IMPROVEMENT PROGRAM
The goal of the Downtown Facade Program is to help business owners invest in their properties, while improving the appearance and historic character of Downtown Delaware. Up to a 50-percent matching grant is available to Target Area business or building owners who construct eligible improvements to the facades of their buildings. The City will match dollar-for-dollar an owner’s investment in the appearance of their building’s storefront facade up to a maximum amount of $20,000.

WHAT PROPERTIES ARE ELIGIBLE?
All commercially operated buildings within the designated downtown Target Area are eligible to apply to the Facade Improvement Program – including mixed use commercial and residential structures.

WHAT IMPROVEMENTS ARE ELIGIBLE?
Facade improvements, lighting, siding, painting, fascia, awnings, windows, fire escapes, brick replacement/tuck pointing/stucco and masonry work, parapets and roofing, doors, other visible exterior building components.

WHAT IMPROVEMENTS ARE INELIGIBLE?
The Facade Improvement Program will not provide funds for interior improvements, operating funds, salaries, activities related to specific downtown promotional events, architectural design assistance, refinancing of existing debt, inventory costs, permit fees, legal fees, plumbing repair or improvements, HVAC repair or improvements, parking lot resurfacing, or sidewalk improvements.

HOW DO I APPLY?
Only completed applications which include all required submittal documents and information will be accepted by the City of Delaware Planning and Community Development Department, City Hall, 1 South Sandusky Street, Delaware 43015.

TIMELINE FOR APPROVAL
Most improvement applications can be processed within a month to allow construction to start quickly.
