Community Development, Grants, & Other Resources

The Planning & Community Development administers a number of Community Development Programs made possible through Federal grants.  Generally, these grants are offered to support the creation and retention of jobs, the development and rehabilition of affordable housing including emergency home repairs, the improvement & enhancement of infrastructure, and to meet unmet needs for low to moderate income persons.  The amount of funding as well as the types of projects that can be funded vary from year to year.  Current grant funded projects can be found below.  If you have any questions or would need further assistance, please contact a member of the Planning & Community Development Staff  to discuss current grant opportunities or by clicking here to email



Neighborhood Stabilization Grant (NSP)
The City of Delaware and Delaware County filed a joint Ohio Neighborhood Stabilization Program (ONSP) application for about $1 million of project costs to be used for a variety of stabilization activities, which includes acquisition, demolition, and rehabilitation with housing opportunities being the primary outcome of activities.  The acquisition, demolition, and, potentially, redevelopment of the property at 351 South Sandusky Street (the former Delaware Hotel site) was conceptually considered during this process and has now been approved by the State of Ohio.   

There will be two basic phases to this redevelopment project:  (1) acquisition and demolition; and (2) redevelopment for residential properties.  This would ensure, at a minimum, local community control over this key gateway site, clearing the condemned structure so the site is 'pad ready', and accounting for a redevelopment process that allows for significant oversight from the public while fostering the best, creative ideas from the private sector all with an eye toward creating a much more sustainable, stabilizing, and productive tax bearing enterprise on this property.  Additionally, there are economic development, psychological, and marketing benefits to the demolition of this literal 'white elephant' from the front door step of the City and County.

Planning & Community Development Staff have completed the environmental review, the solicitation of abatement and demolition bids, the appraisal of the property, and are currently negotiating the purchase. 

Community Development Block Grant (CDBG) Formula Allocation
The City of Delaware received funding under the CDBG Formula Allocation Program in the amount of $91,000.  The following activities for the 2009 Formula Grant were approved with construction to take place in 2010.

Activity 1         Street/Sidewalk Improvements                                    $72,800

Activity 2         Administration/Fair Housing                                        $18,200
                                                                              TOTAL             $91,000

Presently, this funding has been allocated to making improvements along Harrison Street between Henry and Sandusky Streets.  These improvements include installing curb and storm water management improvements on both sides of the street and a sidewalk along the north side connecting the Henry Street multi-use path and the Ohio Wesleyan University athletic campus to the Sandusky Street corridor.
