The City Manager is the City’s chief executive and administrative officer, and is appointed by the Council to serve at its pleasure. The City Manager appoints the directors of City departments.
Tom Homan has been Delaware City Manager since 1999. During that time, Delaware has made a concerted effort to have growth pay its fair share and was one of the first cities in Ohio to implement impact fees to help fund police and fire forces, and the city parks system. Under Homan’s leadership, Delaware also is embracing 21st Century technology with a fiber-optic network that adds a new dimension to economic development opportunities
A graduate of both Michigan State University’s James Madison College and New York University’s Wagner School of Public Service, where he received a master degree in public administration, Homan previously held manager positions in Connecticut and New York. He is an accredited member of the International City Manager’s Association.
