The City Manager is the City’s chief executive and administrative officer, and is appointed by the City Council to serve at its pleasure. The City Manager appoints the directors of City departments.
Tom Homan has been Delaware City Manager since 1999. A graduate of both Michigan State University’s James Madison College and New York University’s Wagner School of Public Service, where he received a master degree in public administration, Homan previously held manager positions in Connecticut and New York. He is an accredited member of the International City Manager’s Association.
