Floodplain Regulations and Requirements
The City of Delaware is located within the Olentangy and Scioto River Watersheds.  In fact, the Olentangy River bisects the City generally in eastern and western halves as it runs from the dam at Delaware Lake through downtown Delaware to the confluence with the Scioto River in downtown Columbus.  Both rivers, as well as many of the tributaries (particularly Delaware Run), are designated with Federal Emergency Management Agency (FEMA) flood hazard areas.  These flood hazard areas require additional local and federal safeguards to be implemented through zoning restrictions and supplemental building requirements.  The City of Delaware is a participant in the National Flood Insurance Program (NFIP).  In exchange for adopting and enforcing floodplain management Ordinances, the NFIP makes Federally backed flood insurance available to homeowners, renters, and business owners within the community.  These requirements are designed to maximize safety of persons and structures in flood hazard areas and reduce and minimize damage as a result of flooding.  The City of Delaware does not allow any construction within a floodway.

In the City of Delaware, as in many jurisdications, the Floodplain Administrator is the Chief Building Official.  The Floodplain Administrator determines if a given structure is or will be located within a flood hazard area and verifies that the construction or alteration is built to prescribed floodproofing standards and will have no adverse impact to the flood hazard area.  This determination is generally based on a variety of studies and surveys meeting local and FEMA standards and as provided by the Applicant.  The Flood Insurance Studies (FISs) and Flood Insurance Rate Maps (FIRMs) provide the foundation for delineating flood hazard area boundaries.  These studies and maps can be viewed and purchased from the FEMA website
